A Safe List is a
group of Internet people who have joined to receive ads from you in return
for you reading their ads. Most
Safelist contain the email of people with similar interest.

You can never be
accused of spamming because the entire arrangement is agreed to.
Most have a free membership, which may have limits such as only
emailing once per week, but often there are upgrade options which
may allow you to email daily, email to more people or choose not
to receive other members emails (particularly free members
emails.)
Some of the Safe lists can make
you a few dollars as well by paying you for referring others.
